Founded in 2002, P&S Consultants, LLC has built a strong reputation for delivering integrated architecture, engineering, environmental, inspections, and project management services across a wide range of sectors. Our multidisciplinary approach allows us to guide projects from early planning through construction with efficiency, technical expertise, and attention to client needs.

Pedro Lorenzo, PE, BCEE
President
Pedro has more than 30 years of international and national experience in civil and environmental engineering, project permitting, and project management. A professionally certified engineer in Puerto Rico and Florida, with an academic background in business administration, environmental engineering, and civil engineering from the University of Puerto Rico and the Florida Institute of Technology.

Samuel Pérez, AIA, PE, PMP, SOI
Vice-President

Samuel has more than 30 years of international and national experience in civil engineering and architectural project development across a wide range of projects throughout the United States. He is professionally certified to practice architecture in Puerto Rico and Florida, with academic and professional backgrounds in architecture, civil engineering, construction management, and real estate.

P&S Consultants, LLC is shaped by a multidisciplinary team whose collective experience spans Puerto Rico, Florida, and international academic and professional environments. We also maintain a Florida-based team supporting projects across the state. Bringing together expertise in architecture, engineering, environmental consulting, interior design, historic preservation, planning, construction administration, and technical coordination, we integrate a broad range of perspectives that strengthen each project’s design quality, technical performance, regulatory compliance, innovation, and long-term resilience.

Our team includes licensed architects, professional engineers, environmental specialists, SOI-qualified preservation professionals, project managers, archaeologists, and technical consultants with experience across public, private, institutional, industrial, infrastructure, and federally funded projects. We provide real capabilities in civil, structural, environmental, geotechnical, electrical, and hydraulic engineering, as well as permitting, environmental compliance, historic preservation, master planning, storm water management, water and wastewater infrastructure, and construction quality control.

P&S has experience supporting projects involving FEMA, HUD, USACE, EPA, FTA, CDBG-DR, NEPA, CFR, Head Start, and Section 106 compliance processes, allowing our team to efficiently coordinate complex regulatory and permitting requirements. Our multidisciplinary structure enables seamless collaboration between design, engineering, environmental, and compliance teams throughout all project phases, from feasibility studies and planning to construction administration and closeout.

Through a collaborative and integrated approach, P&S delivers solutions grounded in technical precision, contextual understanding, sustainability, and long-term project performance.

Federal & Public Sector Readiness

P&S Consultants supports public agencies, municipalities, and federally funded initiatives through integrated architecture, engineering, and environmental consulting services tailored to regulatory, technical, and coordination requirements.

We have experience working within public-sector frameworks involving permitting, infrastructure rehabilitation, environmental compliance, historic preservation considerations, and multidisciplinary project coordination. 30% of our staff members hold local or national professional licenses. In addition, 30% of our staff members have completed USACE Construction Quality Management for Contractors (CQM-C) certification training, reinforcing our familiarity with quality-control procedures and project delivery standards commonly associated with federal and military construction environments.

Combined with our multidisciplinary structure and public-sector experience, this readiness allows P&S to support complex projects requiring coordination across technical disciplines, agencies, consultants, and stakeholders.
