Meet Our Founders: Pedro Lorenzo & Samuel Pérez

For more than two decades, P&S Consultants has grown through a simple idea: complex projects are better when architecture, engineering, environmental considerations, and project management work together.

At the center of that approach are our founders, Pedro Lorenzo, President, and Samuel Pérez, Vice-President.

Pedro Lorenzo, PE, BCEE, MS, MBA

For Pedro Lorenzo, engineering has always been closely connected to people,

communities, and the environments they depend on.

As President of P&S Consultants, Pedro brings more than 30 years of experience in civil and environmental engineering, with a career spanning infrastructure, water and wastewater systems, environmental compliance, permitting, and project management. He earned his B.S. in Civil Engineering from the University of Puerto Rico, Mayagüez, followed by a Master's in Environmental Engineering from the Florida Institute of Technology and a Master’s in Business Administration from the Interamerican University of Puerto Rico.

Pedro's career began in environmental engineering, where he worked on some of Puerto Rico's most complex environmental and infrastructure challenges. From water and wastewater systems to pollution prevention, regulatory compliance, environmental remediation, and large-scale infrastructure studies, his work has consistently focused on finding practical solutions to problems that directly affect communities and the environment.

That experience shaped his engineering approach: technical solutions should ultimately serve a purpose beyond the project itself.

His work has taken him into industrial facilities, municipalities, utilities, environmental sites, and communities across Puerto Rico. It has also taught him to look at projects from multiple perspectives—technical, environmental, regulatory, financial, and, most importantly, human. The connection between professional expertise and community involvement is central to how he views his role as an engineer and business leader.

His contributions to the water and environmental engineering field have also been recognized throughout his career, including the Arthur Sydney Bedell Award from the Water Environment Federation in 2014, recognizing outstanding contributions to the water environment profession.

At P&S Consultants, Pedro brings together his civil and environmental engineering background with a practical understanding of how projects are developed, permitted, managed, and ultimately used.

For him, good engineering is not simply about solving a technical problem. It is about understanding the larger system: the environment, the community, the regulations, and the resources involved, and with this developing solutions that work within that reality.

That perspective continues to shape P&S Consultants today: using technical expertise to create practical solutions that serve both the project and the people it is meant to serve.

Samuel Pérez, AIA, PE, PMP, SOI

For Samuel Pérez, architecture is about understanding how people experience the built environment, and using design to shape that experience.

As Vice President of P&S Consultants, Samuel brings more than 30 years of international experience across architecture, civil engineering, and construction management. His multidisciplinary background began with a B.S. in Civil Engineering from the University of Puerto Rico, Mayagüez, followed by a Master of Architecture and Certificate in Construction Management from the Illinois Institute of Technology.

His path from engineering into architecture was driven by a desire to work more directly with buildings and their relationship to the site. Over the years, that combination of disciplines became central to the way he designs.

Samuel sees architecture and engineering not as separate fields, but as tools that can inform one another. His engineering background allows him to approach architectural challenges from a technical perspective, while his architectural training keeps the focus on the people who ultimately experience a space.

What interests him most is architecture's ability to influence how people move through and perceive their surroundings. Materials, color, texture, connections, and even simple functional elements can be used creatively to guide, communicate, and create a particular experience.

Constructability is equally important to Samuel. He often describes this idea simply as making sure things fit; the architectural concept, engineering systems, materials, and construction all fit together.

This balance between creativity and practicality has become a defining part of his approach and of the multidisciplinary philosophy he brings to P&S Consultants.

For Samuel, the best projects are where architecture and engineering come together to create something that works technically, feels intentional, and ultimately improves the experience of the people who use it.

Building P&S Together

Pedro and Samuel's complementary backgrounds have helped shape P&S Consultants into the multidisciplinary practice it is today. Founded in 2002, P&S now brings together architecture, engineering, environmental consulting, interior design, historic preservation, planning, inspections, and construction-phase services. The firm works across institutional, industrial, infrastructure, and federally funded projects.

Their combined experience is reflected in the firm's approach: bringing disciplines together early, understanding the regulatory and physical context of each project, and coordinating technical solutions throughout the project lifecycle. Today, P&S Consultants continues to build on that foundation while expanding its work across Puerto Rico and Florida.
